
South Pesisir Regent Explores Strategic Cooperation in China, Promotes Agricultural Downstream Development and Modern Rice Milling Project

South Pesisir Regent Hendrajoni, S.H., M.H., led an official working visit to Changsha, Hunan Province, People’s Republic of China, from June 24–28, 2026, to explore strategic cooperation in agriculture, agricultural downstream industries, and technology investment.
The visit focused on enhancing agricultural productivity through the development of superior rice varieties, the adoption of modern farming technologies, and the establishment of agricultural processing industries, particularly a modern rice milling facility.
The official visit was conducted with approval from Indonesia’s Ministry of Home Affairs in accordance with prevailing regulations. Furthermore, the entire program was fully financed by a third party and did not utilize the South Pesisir Regency Regional Budget (APBD), ensuring that no financial burden was placed on the local government.
On the first day of the visit, Regent Hendrajoni presented South Pesisir Regency’s investment potential to executives of Hunan Xindaxian Co., Ltd. and its affiliated companies, whose businesses range from rice research and development, goat dairy production, to modern agricultural machinery manufacturing.

During the meeting, the Regent highlighted the region’s agricultural land potential, opportunities for downstream agro-industrial development, and the local government’s commitment to creating a favorable investment climate for international investors.
The delegation also visited modern agricultural facilities in Changsha to observe advanced rice cultivation technologies, innovation-driven farming systems, and large-scale rice milling operations.
As an outcome of the discussions, both parties agreed to continue negotiations through a reciprocal visit by representatives of Hunan Xindaxian Co., Ltd., together with its Indonesian business partners, to South Pesisir Regency.
One of the key initiatives discussed was the proposed construction of a modern rice milling facility with a processing capacity of more than 50 tons of paddy per day in South Pesisir Regency. The facility is expected to improve rice quality, reduce post-harvest losses, strengthen the agricultural supply chain, and enhance the competitiveness of premium South Pesisir rice in both domestic and international markets.
The proposed cooperation also includes the development of superior rice seed varieties, the implementation of modern cultivation technologies, farmer capacity-building programs, and community empowerment through more productive and sustainable agricultural systems. Rice productivity in South Pesisir Regency is targeted to increase by more than 30 percent compared to current levels.
Beyond rice production, both parties also explored opportunities to cooperate in corn cultivation and fisheries development, sectors considered to have strong potential to drive regional economic growth.
Regent Hendrajoni emphasized that every international partnership established by the South Pesisir Regency Government is aimed at delivering tangible benefits to local communities.

“We want every partnership to bring advanced technology, investment, and human resource development that directly improves the welfare of our people. We hope South Pesisir Regency will grow into one of Sumatra’s leading centers for rice research and development while becoming a region recognized for its agricultural productivity and downstream industry,” said Hendrajoni.
